Every healthcare provider must comply with HIPAA, including emergency medical technicians. Many EMTs are unsure of what does and does not violate HIPAA. This is complicated by the fact that most calls are conducted in public or semi-public environments, which can make it more difficult to protect a patient's healthcare information than in a hospital.
